She is not eligible to purchase a resale HDB as of now. She needs to be a SC to buy with you (foreigner) under non citizen spouse scheme. Alternatively will be that you have to be SPR for at least 3 years before you can buy with your SPR spouse.
If not, you guys might want to consider in private segment under her sole name for now.
